【题目】：Colluding Against Import Competition（合谋应对进口竞争）【摘要】：Using a unique census of sugar manufacturers matched to firm characteristics in Guangxi, China's largest sugar-producing province, we provide novel causal evidence that import competition can induce defensive collusion among domestic firms. We estimate a structural model of market power in refined sugar and sugarcane procurement that separately identifies sugar demand, cane supply, technology, and firms' conduct. The estimates show that import penetration strengthens coordination among domestic producers: as imported sugar becomes a closer substitute and domestic market shares shrink, firms face stronger incentives to coordinate. By limiting substitution toward cheaper imports, this response reduces consumers' gains from trade while shielding sugar manufacturers and cane suppliers from import competition. Counterfactuals show that defensive collusion operates much like an endogenous increase in import tariffs, redistributing welfare along the supply chain.
我们利用中国最大产糖省份广西制糖企业的独家普查数据并结合企业特征，提供了新颖的因果证据，表明进口竞争会引发国内企业形成防御性合谋；本文构建了精制糖与甘蔗收购环节的市场势力结构模型，分别识别食糖需求、甘蔗供给、生产技术与企业行为，估计结果显示，进口渗透率提升会强化国内生产商之间的协同行为，当进口食糖替代性增强、国内企业市场份额缩小时，企业协同合谋的激励会显著增强，而通过抑制消费者转向廉价进口品，这一行为会减少贸易带来的消费者福利收益，同时保护制糖企业与甘蔗供应商免受进口竞争冲击，反事实分析表明，防御性合谋的效果近似于内生性提高进口关税，并在供应链上下游重新分配福利。
【报告人简介】：徐铭梽，北京大学博雅青年学者，北京大学新结构经济学研究院长聘副教授、博士生导师，国家自科优青项目获得者。2018年毕业于美国加州大学戴维斯分校（University of California Davis）获得经济学博士学位。2012年于上海财经大学获得经济学与统计学双学士学位。曾担任美国国家经济研究局（the National Bureau of Economics Research, NBER）博士后研究员、哈佛大学肯尼迪政府学院（Harvard University, Kennedy School of Government）访问研究员。研究方向包括国际经济、产业组织、经济发展等。独立主持多项科研项目，包括国家自然科学基金青年项目、面上项目及国家社科基金项目等。研究成果发表于国际最顶尖的top five的American Economic Review，以及国际一流期刊American Economic Review: Insights（接近top five），American Economic Journal: Macroeconomics, International Economic Review, Review of Economics and Statistics, Economic Journal (2篇)，Journal of International Economics，Journal of Development Economics（2篇），以及多个英文good/decent journal，还发表了10篇包括国内一流的《经济学季刊》、《金融研究》等中文论文。
