【Titile】: Cream Skimming Effect of Chinese Higher Education Expansion Program on Rural Urban Education Inequality
【Abstract】: The Higher Education Expansion Program (HEE) was launched in 1999 in China, resulting in a sharp increase in college attendance in the last decade. Though the HEE program increases rural students attendance on average, it also widens rural urban inequality in higher education. A few studies find that poor rural youth were far less likely to access any college and elite Project 211 colleges than urban youth. Using China Household Income Survey database, we find that the HEE program harms rural students by luring more urban students to elite universities. However, this "cream-skimming" effect is not constant over time but becomes stronger. Furthermore, the dynamic feature of the widened rural urban education inequality is heterogeneous in gender, coastal / hinterlands and family structures. We also supplement the econometric estimates with a wide range of alternative model specifications about college levels. We find that the cream skimming effect is significant and large over time, and this result is robust across our specifications.
【报告人简介】: 于丽,中国经济与管理研究院教授,2002年毕业于中央财经大学,2008年毕业于美国爱荷华州立大学经济系,获经济学博士学位。于丽教授的研究领域是农业经济学,劳动经济学,人力资本,企业家精神,应用计量和产业组织理论等,已经在American Journal of Agricultural Economic, Economics Letters, Agricultural Economics, China Economic Review,《劳动经济研究》等国内外期刊发表多篇论文。
